Talk pages of templates are unique because they include regular "Discussion" as well as official documentation for the template itself. For this reason, <code>{{{{PAGENAME}}}}</code> sets up level-one headers (<nowiki>=Documentation= and =Discussion=</nowiki>) in order to allow a logical use of the "+" tab at the top of the page. Ideally, all template talk pages should use the doctl template.
